Likely a ram issue, but in most cases it's the traces not the chip
Which chip can often be determined by the specific image that's corrupted on certain games

IC520 failures are somewhat common on all duo version and NEC LA pac
it is the only chip that switches between card and internal bus
on most it wont load card either as it shorts the data bus

i second this
the issue with TED and region mods was with the ED V1 and the PCE/CG units
using either the ED V2 or any other version of the system solved the issue
i have not seen the 383 based region mods have any issues with the ED V2.X on any system
also note that the 2 chip region mods had issues with all ED versions

you just need to flatten the board, then start jumpering traces
you want the trace jumpers as small as possible so they dont obstruct the work

the component side of the mod is output, as it takes RGB input
if connected right the duo will have about 4.8V on the RGB pins
that board is fairly self stable, so any input should give you an output

well as for title limits, we didnt put a mapper in the card, so only direct addressed games
the intent was to try to undercut the super rare price gouging titles, so cheaply available cards will be ignored for the most part
as for the homebrew games, they are currently produced titles, and as such it wouldnt be right to undercut it (however we would love to supply the blanks, or produce the cards for the homebrew scene)

You should have direct continuity from Jack to mod

likely scratched one during recap

just a note, reducing the current in the RGB lines will reduce it notably
it will also make you pic less vivid

i havent messed with it in awhile
the reason the cap works, is it makes the 5V wire another signal ground
the issue is the wire gauge used being too small in the cable allowing for voltage drop
another way to mask it would be to add an amp to the audio and drop resistors in the cable (same concept as the cables with the 75ohm resistors on video)

actually the issue has been in finding composite screens that sync properly to the sync signal
it hasnt been a price thing either, as we have had good screens as low as $15 and $35 ones that didnt work

you could have an open trace on IRQ1 or an upper address pin (uncommon, but ive seen it a few times)

on the DUO-R the sega geni2 plug works, the geni1 plug wont fit in the hole
the polarity and voltage is close enough to work fine
if its blowing fuses, you have a short
it could be a bad regulator, shorted chip, or solder bridge
whatever it is, odds are you can find it with an ohm meter across the duo power  traces (with unit unplugged)

if all cd games work, i would be looking at the card detect pin, and the bus control circuit (IC520)
generally if IC520 is bad it wont load anything, but on open trace on its control pins could likely cause this
use the TG16 schematic, as that covers the hu card circuit, just not the CD side (note cards will run with IC520 removed, allowing you to test the basic system without the CD hardware in play

ok so the 6270 was dead (replacement revived system)
odds are you have an open address between the 6270 and its ram (touching the ram will cause the display to change)
