Whats with the mini cart inside the top of this cart?

Apparently it's a little cart that allowed you to change the characters in the game.
These were planned for separate release, but apparently that never happened.
So it's completely pointless really. I thought it was a Gameboy slot when I first saw them.

Looks similar to the satellaview carts http://en.wikipedia.org/wiki/Satellaview

It also is satellaview compatible, check the mark on it. But I think it never got that far, or is only valid for the adaptor cartridge, which probably is just the same as for all these kind of cartridges which use a mini cartridge on top back then.
