i may sound naive, but cant they monitor, dig up, or say what they want any way without a bill or law? this is the federal govt.

Without a distinct legal basis, however, if such actions are uncovered, the government can be taken to court, and the Supremes could nix their activities. Could also result in folks being booted from office. If they have a law saying they can do it, they don't have to hide it and can more easily compel cooperation from 3rd parties.

Interesting that the vast majority of yes votes are Republicans.... supposedly the party of limited government...
