Hellfire-S is the first that comes to mind fitting that description. Great cut-scenes.
But Sapphire and Sprrigan also have good cut scenes and excellent soundtracks. ( I haven't played the others yet)
Nothing beats Kiaidan 00 for "most anime-like".
spriggan mark2 is fairly one big shooter anime too.
to be fair, more than half of the pce shooter repetoire has anime stuff init or is based on anime stuff.

I can second Hellfire S. I'll have to think some more, because I seem to remember some other shoot-'em-ups with a lot of cutscenes, but their titles are failing me at this moment.

It does far as it's cut scenes go.Still you couldn't take it from my dead cold hands :roll:
I don't really think of "anime" with Sylphia. Yes the intro is a bit anime style, but the game in general just does not have the anime feel. The game honestly aims for dark and gritty realism first and foremost to my eye.
I'd say Nexyz wins this one for being a complete ripoff of Gundam and Zillion. Great shooter, but man it's rather shameless.
Hellfire-S looks interesting, kind of a Dirty Pair feel to the Anime part, think I'll go with that one.
the pce version of final zone 2 has a couple full vocal tracks. one of them thats played during one of the girls levels has a nice 90s jpop style. also has lots of decent cut scenes

I personally say Terraforming is the most Anime like PCE Chootie due to the fact that when you start the first level you can tape down the II Button then switch the channel to watch two episodes of Cowboy Beebop, then switch back just in time to catch the final boss dying and the end credits!

Steam Heart's! It's tough to beat animated sequences of the hero fucking the world back to sanity.
I'd say Macross 2036 for something that actually *is* based on an actual anime. A great deal of original content was made just for this game, it's almost an OVA with a shooter in it.
As for something original (although highly dirivitive) I'd suggest the first Spriggan game.

I'll say this: from the old screenshots I remember and watching a few minutes of your gameplay on TubeYou...I liked that Sylphia is a vertical shooter + Gain Ground (setting and enemies). That's a kool combo.

Macross is an easy pick since it is an anime. However, I chose Kiaidan 00 along with BT since it's the most Anime-Like to me without being an actual anime.

It's rather meh, with often bland backgrounds and a dumb status bar eating up a chunk of the screen. The best parts are the boss battles and the naughty cut scenes, but even those aren't all that great due to being un-animated and overly long.

The game is certainly not bad by any means. It's actually one of my more preferred PCE shooters to play. It's alot less elaborate than some of the other games.
