Its a Sega game.
It's because the game is by Aspect, a company that Sega outsourced a bunch of later Game Gear platformers to. Unfortunately, Aspect never managed to make a good game, at least not on the Game Gear they sure didn't. Some people like a few of their GG games, but I think they're mediocre at best, and are mostly bad.
Aspect developed all of these Game Gear games that were published by Sega:
-Sonic the Hedgehog 2 (bad, particularly on GG)
-Sonic Chaos (average)
-Sonic Triple Trouble (mediocre, same as chaos)
-Sonic Blast (poor)
-Tails' Adventure (probably their best GG game)
-Legend of Illusion starring Mickey Mouse (the game is slow and mediocre to bad)
-Deep Duck Trouble starring Donald Duck (another slow and subpar platformer, much like Legend of Illusion)
-Coca-Cola Kid (Japan-only release, supposedly okay-ish)
-Ax Battler: The Legend of Golden Axe (the bad Zelda 2-style Golden Axe game)
-Virtua Fighter Mini (mediocre)
-The Lost World: Jurassic Park (terrible, super-short game)
-Batman Returns (another bad licensed platformer)
-Tama and Friends (Japan-only, no idea about this one but I doubt it's good)
With games like those making up a substantial chunk of Sega's first-party Game Gear library, it's no wonder that the GG's game quality level was so suspect so much of the time... I wish Sega hadn't done much of anything with Aspect. The only GG Sonic game I definitely like is the first one, Sonic the Hedgehog, which was done by Sega itself. Sega or better external teams also did the first two Mickey (Illusion) games for the GG, both of which are fun, the first Donald game, which is decently entertaining, and the few good later first-party-published Game Gear platformers, such as Zenki (JP only) and Ristar. But Aspect... the closest they got to "good" is Tails' Adventure and Sonic Chaos, and I don't know if either one quite makes it.

Most people love the hell out of the SMS version, saying it's way better than the Genesis version which is pure shit in comparison. I am not one of those people. Instead, I am sane.

I never quite figured out all of these Sega/Disney platformers. Castle of Illusion is the one that's supposed to be a masterpiece, right? I'm always after a really well made platformer with great graphics/music/level layout and variety, there was such a torrent of terrible ones during the 16-bit era that it makes it really tough to determine which are really good.

Yea man, Castle of Illusion on the Genesis is one of those early Genesis games that MOVED UNITS. I remember seeing and playing it for the first time on a friend's Genesis, and I was amazed by how colorful it was an how well it played. Still a great game, after all these years too.

Yea, though Quack Shot Starring Donald Duck is up there too... man, all those early 16-bit era Disney games on the Genesis were solid. I still get the lv1 music for Quack Shot stuck in my head sometimes.
That's why I had such high hopes for Tale Spin and Darkwing Duck on the TG16... but was horribly let down, like everybody else. :/

Fantasia was alright. It paled in comparison to Castle of Illusion and Quack Shot, though. I always yearned for them to come out with some kind of port of Quack Shot or equally nice Disney game on the TG16, since they clearly had the license (Tale Spin, Darkwing Duck), but it never happened. :/
farktasia is such a horrible game in almost every judgable way.
I actually like both Castle of Illusion and Land of Illusion for SMS.
I also like Sonic 1 for SMS more than the Genesis version.

More interesting level design (a lot of the levels give you more to explore and more secrets to compensate for the fact that Sonic wasn't quite as fast) , a bit less buggy, Yuzo Koshiro composed music in certain levels. I think the overall game plays a bit better. It's not as classic, but going back and playing them both I find the SMS version to be more appealing.

I've not played Legend of Illusion (I'm guessing this was one of those Nordic country and Brazil only SMS releases). But the first two I found to be excellent on the SMS. And agree with your assessment.

I already explained why -- Sega outsourced the third game to Aspect. That's also why the first GG Sonic game is the only great one, since all the others were Aspect games.
Fantasia looked so awesome in magazine shots - as soon as I fired up the game for the first time I was scrambling for the receipt. Such a turd.

Sega must have been able to find some studio not as bad as Aspect... but I guess that'd have cost money, and they obviously wanted to do their GG support on the cheap. Nintendo wasn't nearly as cheap with its Game Boy games, and it shows...
