I have neither, but of the two the Vita is the only one that interests me. Its games look better than last gen (the 3DS looks more like PSP), and I like being able to play on a TV (hopefully here soon).
P.S. - If you go by sales, the clear winner is iOS/Android. :|
3DS for me. i don't own a PS Vita. I plan on getting one someday, but the 3DS just has to many great games. Plus street pass is awesome

I haven't been interested in a portable since the TurboExpress and since that's excluded, I voted for turtles.

I play my Vita once every several months for 30 minutes.
I play my 3DS every day. It is the best current gen system, handheld or otherwise.

So all Nintendo games or RPGs for me.
I do think I will get a Vita sometime late this year though. If you have a PS3/PS4 and you subscribe to PS+ you can get a whole lot of free games for both systems which is nice.
PS+ isn't free but the free games change across the 3 sony systems every month.

It might be because I recently got a vita, BUT my vote is Vita. The major con is the expensive proprietary memory. That is what is really holding it back.
I have a Zelda edition 3DS, but haven't played it much lately.
i went with 3DS, mainly because of the great sega arcade super scaler 3D classic releases :)
3DS all the way for me. I love it!
I like the Vita hardware better, but the 3ds wins from the awesome game library. I barely play the Vita.

My favorite game on 3DS is Mario 3D Land. Somehow the game beats the Wii U version due to being truly optimized for one player and I was happy to see Mario ditch the Galaxy theme.
Pokemon is always a time sucker, that game is something I am embarassed to say I really enjoy.
The Nintendo catalog in general is solid. Luigi's Mansion and DK Country also really stand out. Other good titles were Mario Kart, Fire Emblem, Pushmo, and Professor Layton.
Non-Nintendo games can be fun, but obviously arent the system seller. Shinobi was a game mentioned recently I enjoyed. Hell, I even downloaded and played a decent amount of Game Gear Shinobi from the 3DS Shop.
I'm playing the Bravely Default demo. While the game is cool I just can't over how bad the screen resolution is on the 3DS XL. Kind of wish I kept the regular 3DS (not as noticeable).

Outside of Nintendo's licenses, I've not been too terribly impressed with the 3DS, but I haven't explored the indie/DL only games; and I just don't have the time for RPG's
Now, Nintendo's licenses are awesome and really shine on the system. I did try a little Mario 3D and I was very impressed and one can't go wrong with Mario Kart.
I couldn't vote for a system, it's like picking your favorite kid (well if you have a kid).
So I voted for Turtles.
The Vita is gorgeous hardware with very few must have games. The 3DS is meh hardware with a lot of great games.
I'm just going to say Vita. It wins in my heart.
If you consider all the titles on PSN that are available you will find the Vita has a ton of games. The big draw is the over priced memory.
What's the minimum amount of memory one should have on the Vita?
