Looks cool, but also completely unfamiliar to me.
Looks like the unrelease PC Cocoran. There've been a few threads about it. Supposedly a prototype was found and then hoarded by some asshole. So all we get are some screen shots.
Some info here

I also have a few mags with teaser pics/previews. I will have a flick through these and will do some scanning if I get chance tomorrow.
Yes it's PC Cocoron
SamIAm covers it a bit in this post translating PC Engine Fan Magazine August 1993

edit: SuperPlay posted whilst I was writing my reply. :D
i kinda figured it out 10 minutes after posting. D'oh! thanks for the info!!!
The ironic thing is that the Sega CD also got a finished Cocoran game, which was cancelled as well. Same series, different game.
suckd that it was never officially released. it looks like a fun platformer. should have been released at least on the sega cd since the sega cd library was shit compared to pcengine library
Here is another preview scan from Gekkan 1993 issue 11:

When should we tell folks that I would like to organize a "liberation party" to free the PCE prototype from a collector?
Hmmmm...
