From a good manufacturer: Panasonic, Nichicon, etc. Preferably tantalum or ceramic caps.

I got my cap kit from console5.com.  I was happy with it.  Arrived fast, reasonable price. Performs as intended after the recap. They have my recommendation! They use Nichicon and Panasonic for caps.

That cap kit you posted for $4 is for the TurboGrafx, not TurboExpress.  Just a heads up, no biggie :)

You won't have to touch the RF shielding if you arrange the caps correctly.
