Sapphire wasn't released in North America and there isn't any kind of Turbo prototype version to bootleg. You might have more luck in the PC Engine section.
I have a loose repro I can give for a going rate of $250 by ebay sales.

I don't want to just burn a cd-r copy because I've never been able to successfully burn a game and make it work. If someone would like to burn me a copy I'll pay for it but it has to be burned on a silver disk. The only time I put a cd-r in my turbo duo it was a blue disk and it locked up my laser. I'm sorry if I posted this in the wrong place. So anyone who's will to help me out pm me. Ide like one of the pceworks repros but if u know how to properly burn of engine games a CD-R on a silver disk is fine.

Some really young kids have no idea what a CD is. My friend teaches middle school, and he asked someone to bring in a CD of their favorite music to for a project, and everyone stared at him blankly. He then requested people bring in flash drives with their favorite music on it, and got a lot of ohhs.
We were discussing this recently, soon the save icon, diskette, will not be known as a diskette but rather just the sign for save. What does that sign represent, disk? no it represents save, silly.
I'm not entirely surprised that kids catching onto this "retro thing" would have no idea how to burn a cd-r. Although, I recently burned my first set of games for the platform, and it's a lot easier now than it was 15 years ago, almost automatic.

You wouldn't believe the ridiculousness that "kids" can and can't do on a computer. You would think if they could do one thing, like post a video to YouTube , they could open a document or create a slide show. Not always. It blows my mind. Transfer dance of skills has been lost for many.
