City Hunter is a pretty good game with an amazing soundtrack. You won't find many games like it for the time period. It's easily beatable, even if you don't know Japanese. A longplay should help for some dialogue backtracking.

Toy, it is kinda like Rolling Thunder with a lot of backtracking.
Each level has an ID card and a disk that you need to find. You can also find weapons.
There is also a nurse and a "SEXY GAL" that restores your health.
The game is split up into 4 levels, but there are passwords.
You have to go back and forth between people sometimes, so a longplay video would help you for that.
