Only thing special about this game is how bad it sucks.... I'm looking at you Arkhan!!! :)
Turn your turboswitch all the way up, and use punches. Press forward & punch if you have to, and eventually the super punch will come out.
Dunno about the fists of fury, though.
Man, fuck Street Fighter III, that's some precise fucking gameplay right there.
The best special attack one can do when playing this game is preformed by flicking the power switch on your system to off.

By the way, thanks Chris for the answer. I really don't want to think that the special attacks are "random" but who knows? I sure couldn't pull it off once with the turboswitch turned on as you said. I mean, the answer to this question has to exist somewhere. The Kung Fu instruction manual? Game dissassemble?
