Title: Hana Taka Daka?! Gameplay help needed

Hey fellow Turbografx 16 and PC Engine fans, I need help with this game. I picked up Hana Taka Daka. It's a really fun unique game but I'm stuck on the second boss. In the controls, I can't figure out how to make the POW meter light up to max so I can use the power shot weapon. There is nothing online to help me with gameplay and controls, I searched everywhere. If there is anyone on the forum who is very familiar with this game, your help would be appreciated. Thanks.
