I tried googling to no success. My first guess is that it's actually for PS1 given the gray plug in but I don't know much about Japanese controllers. I doubt I'll end up using it much since it is small but I'm curious as to what company made it and such.

apparently there were a few different versions.
weird little controller, but nothing special that I can see.

I used to watch that show (Pingu) with all three of my kids.
It's "claymation" and I enjoyed watching it (in other words, I didn't want to stab my eyeball after seeing it for the hundredth time). The characters only spoke "penguin" so it was easily marketed across the globe, I reckon.
So: I highly recommend it.
