I know the first Super CD-ROM game came out October 25th 1991 but I can't seem to find a date on the required System Card, is it safe to assume it came out on the same date?

It would make sense for it to launch with the first SCD game since the SCD attachment didn't come out till December that year.

Heisei (平成) is the current era in Japan. The Heisei era started on 8 January 1989, the day after the death of the Emperor Hirohito. His son, the 125th Emperor Akihito, acceded to the throne. is some kind of competition window for all those hardware/accessories listed in some kind of "super gift campaign" スーパーギフトキャンペーン

500名 = 500 names or 500 people etc.

GENERAL PROCEDURES: were there common procedure for entering a contest? I'm assuming this was a mail-in thing? As opposed to physically submitting something at a retailer...
It should be in the PC Engine Catalog.
PCE Daisakusen lists its release date as 10/26/1991 (and for 9800 yennies). I assume its release dates were culled from a hyper catalog or something similar.
