Who and where is the character from that is in Turbo Station 16's sidemenu at the very bottom with sunglasses hanging out of her mouth?

That is the character from the cover of PC Engine Fan Magazine.  I'm not sure if she is actually in any game or not, but every cover I've seen had her on it.
