If you don't win that eBay auction, I'd pull the trigger on this one if I were you. I just bought PCE Gradius from twalden, and unlike a sketchy ebay seller he ships immediately and
in a box, so you know it will be secure.
You might ask him what it comes with, too; the picture of the Gradius I bought showed only the manual, case, and Hu like the pics posted in this thread -- but it also included the reg card and a konami promo insert for Gradius, Salamander, and Parodius (I was very pleasantly surprised).

Lochlan is right. Buy from twalden!!! I bought a whole bunch of PCE games from him 2 weeks ago and he gave me an incredible deal. All of his games are in excellent condition as well. If I weren't looking for the CD version, I would have bought this Raiden from him in a second.
