One quick thing i noticed:

Under USA released converters, you have the WH-301 listed.

the WH-301 is actually a converter to play US hucards on a PCE.  Even the image on the device clearly shows this.

I purchased one many years ago to use as a US converter, and it did not work.  Luckily i chopped the sides off, and plugged it into my GT.

Considering that the PCE also requires a hardware modification to work in the manner that you describe, I seriously doubt that it was ever intended to play US games on Japanese systems.

If anything, it was intended to play Japanese games on Korean systems (in addition to the US systems), which had the internals of a US TurboGrafx.  The label is simply misleading.

could be for HK systems and the like, but it did work on my GT.

With the price of US converters, at times, i felt the need to point out it will not work for US system.  Luckily i was able to find a use for mine.  

Whatever the function, it does NOT work in a US system.

I actually *own* a WH-301 and I use it to play Japanese games on my North American TurboGrafx every day.

At this very moment, I've got it in the system with a Japanese Arcade Card Pro.  It's worked flawlessly for me for the last 6 years that I've owned it.  The majority of the games in my collection are Japanese, so it gets a *lot* of use.

Yeah, I have one of those too, and I've only used it on US stuff. It very well have been made for PC Engines, but I seriously doubt it since...well...why the hell would some Japanese guy want to import Darkwing Duck?

Also, as has already been said, an additional mod is required to even use the thing on a PC Engine. Although to be fair, its still a lot easier with the converter. That way all you have left to do is a rather simple one wire hack.

BTW, the adaptor will fit into a TG-16, a core system, or a handheld. It won't work on an original Duo without some Dremel work, and it won't work on a white Duo without a LOT of Dremel work, and probably removing the HuCard door. I'm not sure about the Supergrafx, or the Shuttle.
