Shubibinman: how to I get the charge weapon?

How to I get the charge weapons in Shubibinman (featured in the intro)?

I'm assuming it's something I buy on the pre-level screens?  How do I get it?

And can somebody please explain to me what items are for sale?  I couldn't find a FAQ or anything for the game.

Gawd, I used to complete this game all the time but it's been so long now...I think you buy it after completing one of the levels, and you can also get an upgrade later on. Which level...I can't remember. I might have another go to find out.

OK I sussed it.

First: Do this level and you with get the indicated item.

That allows you to use the charge shot.
But you also have to buy it from the prof when you have the cash, as below.

And you'll see it in your inventory. You can also buy an upgrade again which turns it into a rainbow star.

So you need that initial piece of paper or whatever, yeah?  I bought that item--and even upgraded it to the rainbow one--but there was no charge shot for me.
