running an S-Video capable PC Engine Duo-R into a PC Monitor (VGA)?  (yes I already did a search so please wait for a few replies before locking it)

best bet would be taking a a RGB to VGA box, or RGB > Component Vid > VGA transcoder.

As to which one to pic I cannot give any recommendations.
