Presenting the Dead of the Brain 1 English patch by David Shadoff for the DEAD last official PC Engine CD game published by NEC before exiting the console biz in 1999! I wonder if that "namco 16" thing was them misunderstanding that Namco was making its System 16 arcade hardware??

I don't think it was a misunderstanding (it's possible) but EGM also reported on it, and then like them, linked it to the PC Engine 2.

Electronic Gaming Monthly's early SuperGrafx coverage was also similar.
