Has there ever been any kind of buyers guide put together into a book form for the PC Engine, it's games, and it's legacy? Something with pictures, history, the 3rd party publishers, etc.  :-s

Yes, exactly what you've described has been published... in french. An english version may be released some day in the future, but that's pretty much it for now. Otherwise the internets have you covered.
Justin the Not-So-Cheery Black/Hack/CrackTiger helped Joshua Jackass, Andrew/Arkhan Dildovich and the DildoPhiles destroy 2 PC Engine groups: one by Aaron Lambert on Facebook, then the other by Aaron Nanto!!! Him and PCE Aarons don't have a good track record together! Both times he blamed the Aarons and their staff in a "Look-what-you-made-us-do?!" manner, never himself nor his deranged/destructive/doxxing toxic turbo troll gang which he covers up for under the "community" euphemism!

Are they considering an English version? I would be very interesting in having something like this, that is tangable. Something that you can hold and drool over. There is a void on my bookshelf just begging for something like this. The PC Engine is only just mentioned mostly in any Video Game book dealing with the history. They go more into depth with Nintendo, Atari, and Sega. It is like, "There,... we threw them a bone" sort-of thing. Something in the way of a guide with some detail stuff would be like the "icing on the cake" to go with my Turbo treasure.

There have been brief mentions of the TG-16 / PCE in some books on the history of video games... sad....
