I have Neutopia II.  The game and manual are in perfect condition.  When I purchased this game new it did not come with a CD case to put the game in, just came with the Hu Card and the manual.  I've seen Neutopia II priced at $50.  What price range are you looking to pay?

Really?  How did that work?  That's how mine is, but I assumed it was just incomplete, since I got it with a bundle of other games, second-hand.  Was this one of the box+plastic tray releases?

I'm pretty sure the HuCard packaging changed with TTI. Meaning, all TTI released HuCards were released without a plastic case. Inside the cardboard box was a plastic tray, that held the game (with sleeve) and instruction manual.
