Yep, it was one of those review / background articles on Blaster Master.
To be honest, I loved the game (and still do), so I feel a bit guilty about tarnishing its reputation by bringing this questionable illustration to light.

Nevertheless, as a kid, I loved the art style and subject matter of the game.  Seemed so different from everything else in those days.
