I got my cap kit from console5.com.  I was happy with it.  Arrived fast, reasonable price. Performs as intended after the recap. They have my recommendation! They use Nichicon and Panasonic for caps.

That cap kit you posted for $4 is for the TurboGrafx, not TurboExpress.  Just a heads up, no biggie

Thanks for the links. From the console5 description:

Note: Due to size constraints, factory RF shielding may need to be altered or removed to install this kit.

I'm editing my original post, although at this point looks like I'm gonna have to pay through the nose for not buying tantalum caps in bulk.

You won't have to touch the RF shielding if you arrange the caps correctly.
