Besides Dungeon Explorer and Rondo of Blood?

I guess also Darius, but I'm not good enough to beat it.

Any Bomberman games, Battle Load Runner. Hell, any game that has the ability to play multiplayer in my book has plenty of replay value.

I've had great replayability with; Valkyrie no Densetsu, Parodius Da!?, parasol Stars, magical Chase, Mizubaku  Daibouken, Jigoku Meguri just to name a few.

Parasol and both the Crushes. Personally, I can play Power Golf or Victory Run for decades.

I can always come back to Spriggian, Blazing and the Soldiers...having Time Attack mode helps for replay(short quick games with a goal)
TG/PCE Collection.

 Vigilante!
This "max-level forum psycho" () destroyed TWO PC Engine groups in rage: one by Aaron Lambert on Facebook "Because Chris 'Shadowland' Runyon!," then the other by Aaron Nanto "Because Le NightWolve!" Him and PCE Aarons don't have a good track record together... Both times he blamed the Aarons in a "Look-what-you-made-us-do?!" manner, never himself nor his deranged, destructive, toxic turbo troll gang!

Kato Chan and Ken Chan, I would say! you have to replay it over and over to learn where to go and what to kick :P

Bingo the multiplayer games are key. Throw in Sapphire, Monster Lair, Motteke Tamago, Splash Lake.

I was gonna say Buster Bros. but looks like it already got mentioned. I think Galaxy Gayvan could be a contender, it's multi-player.
