Have you checked out pcedaisakusen.net? Its a pc engine database. I believe it to have a complete list of released games!

if you mean all regular released type of games (purchase only), we first have to make a filter of those. at the moment, there 737 jap. games in the base but which also includes all the special versions, give aways, magazine inserts etc. but no protos or unreleased except of pc cocoron, silky lips & space fantasy zone, which will be taken out soon of the this list. so this would make 734 releases, which people could legaly purchase/own during the pce era.

oups..sorry i lied. the retail-only filter is altready integrated, so the DB counts 715 japanese retail games:
