TG-16 CD anti static solder jumper and CD troubleshooting help needed

I have a pretty nice turbo grafx CD with the dock and everything.    The gear looks great.  It spins freely by hand.   All the caps look good.   Pots all look similar to working ones people I know have.   

I did notice the laser ribbon cable doesn't have the solder jumper.  I don't think it was replaced but maybe it was.   

The laser won't track at all.  The drive won't spin.   Nothing.   But the pc light.   And when I use as a stand alone CD player the light says 0.  And the repeat light works.   

Any suggestions?   Does it need that jumper to work?

That ribbon looks correct. It should not be jumpered.
