10/31/2023: Localization News - Dead of the Brain 1!

No, NOT a trick, a Halloween treat! Presenting the Dead of the Brain 1 English patch by David Shadoff for the DEAD last official PC Engine CD game published by NEC before exiting the console biz in 1999! RF Shielding: is it necessary?

When you guys mod system for better output, do you leave the shielding in? Does it serve any purpose if you're not using RF? Why is it even there from the factory?

It doesn't shield from RF video signals. It shields from RF interference from other sources.

shielding according to FCC regulations is intended to limit the radio emission of the device.     In regards to the necessity of shielding that is a different story, removing the RF modulator does remove some of the need for shielding.   The PC Engine and in particular the CD-ROM unit is much more susceptible to RF interference hence you'll want to retain the shielding.
